What is the Affordable Connectivity Program?

The Affordable Connectivity Program (ACP) is a federal program created as part of the Infrastructure Investment and Jobs Act. The program extends and modifies the more temporary Emergency Broadband Benefit and can help qualified households pay for connectivity services such as wireless and internet plans. More specifically, the program provides discounts of up to $30 on monthly broadband internet access service (or up to $75 per eligible household on Tribal lands) and up to $100 on certain connected devices.

What happened to the Emergency Broadband Benefit Program?

The Emergency Broadband Benefit Program (EBB) was an emergency program created in response to the COVID-19 pandemic. The Affordable Connectivity Program (ACP) changes the amount of assistance from $50 per month to $30 per month for participants who do not live on tribal lands. Participants on qualified tribal land will still receive $75 per month in the new version of the program. How do I know if I'm eligible for the Affordable Connectivity Program?

You are eligible for the Affordable Connectivity Program if your household income is at or below 200% of the Federal Poverty Guidelines or if someone in your household participates in one of the following assistance programs:

  • Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps

  • Medicaid

  • Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)

  • Supplemental Security Income (SSI)

  • Federal Public Housing Assistance (FPHA) (including Housing Choice Voucher (HCV) Program (Section 8 Vouchers), Project-Based Rental Assistance (PBRA)/202/811, Public Housing, and Affordable Housing Programs for American Indians, Alaska Natives or Native Hawaiians)

  • Veterans Pension and Survivors Benefit

  • Free and Reduced Price School Lunch Program or School Breakfast Program, including at U.S. Department of Agriculture (USDA) Community Eligibility Provision schools.

  • Received a Federal Pell Grant in the current award year.

If you live on qualifying Tribal lands, you are eligible for the ACP if your household income is at or below 200% of the Federal Poverty Guidelines, or if you (or someone in your household) participate in one of the following assistance programs:

  • Any of the federal assistance programs listed above

  • Bureau of Indian Affairs General Assistance

  • Head Start (only households meeting the income qualifying standard)

  • Tribal Temporary Assistance for Needy Families (Tribal TANF)

  • Food Distribution Program on Indian Reservations

You are also instantly qualified for the Affordable Connectivity Program if you already receive a Lifeline Benefit.

How do I apply for the Affordable Connectivity Program?

The easiest way to apply is to go to register with the National Verifier. Be sure to save your Application ID.

When will the Affordable Connectivity Program end?

As of now, the Federal Communications Commission (FCC) has no set expiration date for the program. will be notified about the last date or billing cycle that the full benefit will apply to your bill (and the date or billing cycle that a partial benefit will apply to your bill.) The notification will also include information about the cost of your broadband service after the program ends, should you choose to continue with the service. Also note that your broadband service will end when the program ends, unless you request or opt-in to continue your chosen broadband service once the Affordable Connectivity Program ends,

For purposes of applying for the Affordable Connectivity Program, how is "household" defined?

"Household" is defined as any individual or group of individuals who live together at the same address as one economic unit. An "economic unit" is defined as "all adult individuals contributing to and sharing in the income and expenses of a household." You can read more about how household is defined and examples here.

Can I apply for multiple Affordable Connectivity Program discounts?

The Affordable Connectivity Program will only provide each household with monthly assistance for one service at a time. The program is available on a household-by-household basis, not a member-by-member basis. For example, if you are already receiving assistance for your wireless service, you cannot also receive Affordable Connectivity Program assistance for your internet plan. Also, if someone else in your household is currently receiving an Affordable Connectivity Program discount, you may not receive an additional discount for your household.

Can I transfer my Affordable Connectivity Program credit to another person or household?

Affordable Connectivity Program credits are nontransferable. The Affordable Connectivity Program is limited to one per household.

Can my Affordable Connectivity Program credit be transferred between Service Providers?

The benefit is limited to one per household and can only be applied to one provider at a time. You may choose to transfer your Affordable Connectivity Program benefit to another participating provider. However, you may only transfer once per service month with limited exceptions. You can obtain broadband service subsidized by Affordable Connectivity Program from any participating provider of your choice.

If I move while receiving the Affordable Connectivity Program credit, what happens?

Moving does not change your eligibility to receive the Affordable Connectivity Program benefit. However, you may need to re-enroll in the Affordable Connectivity Program through your current Internet provider at your new address. If you move into an area not serviceable by your current provider, you should check with your new provider to find out if they are participating in the Affordable Connectivity Program and how to enroll.
